Gautam Deb is an Indian politician and the present Tourism Minister, Government of West Bengal. He is also an MLA, elected from the Dabgram-Phulbari constituency in the West Bengal state assembly election, 2011.

Goutam Deb (born 6 January 1957) is an Indian Politician and is currently serving as the Tourism Minister of Government of West Bengal. He is also an M.L.A. (Member of Legislative Assembly) from Dabgram-Fulbari Assembly Constituency (No.19) under Jalpaiguri 3 (S.C) Parliamentary Constituency in West Bengal. He won the Dabgram-Fulbari seat in 2011 by a margin of 11,236 votes and again in 2016, he was re-elected as M.L.A by winning the seat by a margin of 23,811 votes. He has already served a full five-year term as a Cabinet Minister of West Bengal from 2011 to 2016 with the portfolio of Minister for North Bengal Development Department, a newly created department for North Bengal, after the new government came to power in May 2011.

Shri Deb did his schooling from Siliguri Boys' High School and thereafter graduated from the University of North Bengal with B. A. followed by a Law Degree (LL.B) from University of Calcutta.

He is a practising lawyer. His father, Late Tejendra Binod Deb, was also a lawyer.

His elder brother was the State Advocate General of Sikkim and also acted as Judge in Guwahati, Orissa and Sikkim High Court. He also acted as Acting Chief Justice of Hon'ble High Court of Sikkim for a long.

His wife is a social worker and a Councillor of Siliguri Municipal Corporation.

His son is undergoing studies at St. Xavier's Collegiate School while his daughter has earned her M.B.B.S. degree from Calcutta National Medical College & Hospital and is currently pursuing her higher studies.

West Bengal aims to become a preferred tourism and tourism-related investment destination by leveraging its unique geographical setting along with its various tourism-related assets. It will develop necessary infrastructure and promote tourism in an integrated manner which will not only bring in more investment and further the socio-economic goals of the Government, but also ensure that all these are in conformity with the relevant acts, rules and regulations relating to environmental protection.

The overall aim is to see that the tourism sector contributes towards improving the quality of life of people in general.

Dinabandhu Manch is an auditorium cum theater hall, with a exhibition hall and a library run by the Government of West Bengal. It is located in Siliguri in the backside of SMC & next to Siliguri Boys' High School. The building was built in 1980s in place of siliguri tennis club.

The Health & Family Welfare Department of the State Government has been vested with the responsibility of maintaining and developing the health care system in West Bengal. Public health, sanitation and hospitals are the exclusive responsibilities of the State. State provides financial and managerial support for the basic health care support and infrastructural facilities at the rural level, while the State level super specialty Medical Colleges & Hospitals predominantly provides the ambulatory care services.

The West Bengal Tourism Development Corporation Limited (WBTDCL) was incorporated on 29th April, 1974 under the Companies Act, 1956. The Corporation is owned by Government of West Bengal under the administrative control of Tourism Department and the entire share capital of the Company is contributed by the State Government.

WBTDCL is a nodal agency of Tourism Department which was incorporated with the objectives to develop and promote tourism in the state of West Bengal and for this purpose to take over, run and manage hotels, lodges, guest houses, motels, restaurants etc as well as to popularize tourist destinations in the state and conduct tour packages to those places.

WBTDCL is committed to provide its resources and expertise for both domestic and international tourists visiting West Bengal and to rise to their expectation in experiencing the art, culture, heritage and nature of the state.

Tea Advisory Council (TAC) formed by the Government of West Bengal to pertaining to the families of workers in the tea estates of North Bengal. A high-level committee led by chief secretary Malay Kumar De to delve into the problems of "non-workers". Government plans to provide vocational training for skill development to non-workers and help them in case they want to come up with self-employment projects like poultry or want to develop a tourism facility in the area.

North Bengal Development Department is a nodal department of Government of West Bengal. It is responsible for the development work [Infrastructural, Tourism, Social, Cultural and others] of North Bengal’s 7 districts Coochbehar, Jalpaiguri, Darjeeling, Maldah, Uttar Dinajpur and Dakshin Dinajpur.

The founder of North Bengal State Transport Corporation;one of the oldest of its kind in India, and the oldest in Bengal (pre independence). In a bright sunny first April in 1945,the war ravaged world saw the Birth of "Cooch Behar State Transport" todays North Bengal State Transport Corporation.

His highness Lt.Col.Jaggadipendra Narayan,inaugurated 'Cooch Behar State Transport' before council house, under the statue of King Nripendra Narayan. On the north bank of Sagar die .It was just after world war- ll, Maharaja was in full military uniform.Among others L.M Boxi I.A.S. Mr. H.M. Alexander Engg., Kali Banerjee Engg, were present. Maharaja flagged off two busses one to Tufangunj another towards Pundi Bari. This modest beginning, rose like almost a massive banyan tree in socioeconomic and cultural life of North Bengal, especially in Cooch Behar, Jalpaiguri, Malda and both Dinajpur. Not mere a transport organization, transporting people; but deeply rooted and interwoven with the life of its commuters.

Siliguri Jalpaiguri Development Authority has been established under the West Bengal Town and Country (Planning & Development) Act 1979 (West Bengal Act - XIII of 1979) and has been entrusted with the responsibility of Planning & Development of Siliguri - Jalpaiguri Planning Area. It came into existence on the strength of said Act and on direction of Governor of West Bengal vide notification no- 1878 - T & CP/112-6/80 dtd. 17.3.1980 w.e.f. 1.4.1980 on cessation of Siliguri Planning Organisation under T & CP Branch of Dev. & Planning Deptt., Govt. of West Bengal. At present, the total area is 2222.59 sq.km., covering areas of C.D. blocks of Siliguri, Matigara, Naxalbari, Phansidewa & Kharibari of in Darjeeling District and Jalpaiguri Sadar, Rajganj, Entire Mallbazar block, Mal Municipal area & and a part of Mainaguri P.S. in Jalpaiguri District. Jalpaiguri town is 45 Kms away from the Siliguri town. As per 2011 census the population of the SJDA was 2.37 million.

Uttarbanga Unnayan Parshad (UUP) With the Notification no.76-F/PS(NBD)/11 dt. 23-09-2011, the Uttar Banga Unnayan Parshad has been brought within the purview of North Bengal Development Department. Accordingly the General Body of UUP have been re-constituted. The re-constituted body of Uttarbanga Unnayan Parshad.

Bengal Medical College and Hospital located in the foot hills of the mighty Himalayas, is the nearest Medical College to Sandakphu, the place with highest altitude in whole West Bengal and from where best panoramic view of the Sleeping Buddha, the mighty Kanchenjunga can be cherished. The pollution free refreshment with lustrous greenery, with adjoining tea gardens and the unending Balason River Basin are some of its assets, which make this Medical College unique in all respect. Till date this is the Medical College with largest coverage area in whole West Bengal, which not only covers more than six districts, but also patients come from allied border regions of other three countries like Nepal, Bangladesh, Bhutan. It is the Largest Healthcare Facility in the North Bengal region of West Bengal serving as a Tertiary Referral Institute and has teaching programs for both Graduation and Post-Graduation. It is one of the twelve Government Medical Colleges in West Bengal with a patient turn-over of more than thousand, with a patient occupancy rate of 137%.

Siliguri District Hospital is a state government run hospital which provide all type of health services at free of cost. Huge medical complex to treat patients in every medical discipline. The patient's experience may vary. Overall quite efficient and affordable. Among the available facilities a fair price medical store and waiting room for patient's relatives may be mentioned.

North Bengal Dental College was established in the year 1990 with 20 seats. The college was under the University of North Bengal until formation of The West Bengal University of Health Sciences, which was established in 2003. The first principal was Dr.Bimal Chandra Bera.

More than 300 bedded hospital has OPDs, emergency, indoor, ICU and SNCU (sick neonatal care unit). The dialysis unit is almost ready and expected to be opened for general public within a month.The indoor has a dedicated burn units and a geriatric ward. Medicine, surgery, gynaecology and obstetrics, eye, Ent, orthopedics, skin, paediatrics, psychiatry, dentistry, physiotherapy, acupuncture, homeopathy services are available.Superspeciality disciplines like neurology, neurosurgery, nephrology, endocrinology etc services are not available.
